The city’s economic development agency and two other organizations have admitted that they illegally lobbied on behalf of Mayor Michael R. Bloomberg’s plans to redevelop two long-neglected areas in Queens and Brooklyn, the state attorney general said on Tuesday.

The findings came after a three-year investigation into the lobbying efforts by the agency, the Economic Development Corporation, a quasi-governmental organization, and two other local development corporations that were formed as part of the mayor’s efforts to redevelop Willets Point in Queens and portions of Coney Island in Brooklyn.
