Illinois Tollway chief announces resignation

DOWNERS GROVE — The executive director of the Illinois Tollway announced
his resignation Thursday to take a job for a company contracted to do $21.3
million in tollway work this year.
Brian McPartlin, 42, said he’ll leave his $189,000-per-year position Oct.
24 to take a vice president post at Chicago-based McDonough Associates, an engineering
and architectural firm whose Web site says a significant portion of its work
has been in design and construction of the Chicago-area’s expressway and
tollway network.
McPartlin said he will abide by “revolving door” ethics rules by
having no dealings with the tollway for at least one year after he joins McDonough.
According to the state comptroller’s office, McDonough received $32.9
million from the tollway from 2005 to 2007 and is contracted for $21.3 million
this year. Its receipts were $3.1 million in 2005, but jumped to $10.6 million
in 2006, the year McPartlin became executive director after joining the tollway
in 2003.
The company has had contracts for $14.4 million in other state work during that
time, mostly from the Transportation Department.
The tollway’s figures for McDonough, which are different from the comptroller’s
office based on a number of factors, show that the company has been awarded
$39 million from 2002 through this year, said spokeswoman Joelle McGinnis.
McGinnis said the McDonough contracts are “one tiny, tiny portion”
of the agency’s $6.3 billion-dollar capital program and McPartlin played
no part in the selection of contractors.
Officials at McDonough Associates did not immediately return telephone messages
Thursday from The Associated Press.
McPartlin oversaw expansion of the tollway and increased use of the I-PASS electronic
toll collection system.
“I’m very proud of those accomplishments,” he said.
