Bill Clutter of Springfield, a candidate for state Senate in the new 48th District, Wednesday began a petition drive to get a constitutional amendment on the November 2012 ballot calling for the state to have an open primary system.

Under such a system, voters in primaries would not have to reveal their party affiliation.
