It might not be the Illinois State Fair or the International Route 66 Mother Road Festival in terms of big-spending events, but the inauguration of a new set of statewide officeholders every four years does keep convention planners, hotels and even churches busy.

CHESTER -- The second of two payments to recently formed funds controlled by Randolph County State's Attorney Randall Rodewald was a court-ordered "donation" of $22,500 paid in March resulting from a plea bargain in a marijuana case that ended in probation.

That payment is larger than any of 17 similar payments in felony cases from five other Southern Illinois counties outlined in a story Sunday in the Belleville News-Democrat titled, "Money talks, defendants walk: Ethics of payments questioned." They ranged from $1,000 to $15,000.

Illinois lawmakers have a perfect opportunity to get rid of an unnecessary, redundant unit of local government. Their refusal to do so is a reminder that many of Illinois' 7,000 units of local government — we have far more than any other state — are like zombies in a horror movie: impossible to kill.

State Sen. Dan Cronin, the Republican candidate for DuPage County Board president, is pushing a proposal to fold the mismanaged and debt-ridden DuPage Water Commission into county government. It's a sensible measure that would save taxpayers money.
