SPRINGFIELD — A plan to change how Illinois draws its political boundaries was dealt a setback Thursday when a Democrat-led initiative was narrowly defeated in the House.

The plan fell two votes short of the 71 needed for the proposed constitutional amendment to be placed on the November ballot. Republicans, who are backing a different plan, provided no “yes” votes.

A Democratic-backed redistricting plan is just one step away from legislative approval. But it still lacks the crucial support from Republicans in the Illinois House to clear that final step.

A House committee voted 10-7 Tuesday to move the plan, Senate Joint Resolution Constitutional Amendment 121, to the House floor.

The measure would still let the legislature draw new maps first, but would change the steps in the redistricting process if lawmakers fail to pass a remap plan.

House rejects judicial experience standard

SPRINGFIELD - The Illinois House narrowly voted down a plan Tuesday that would have required judges to be licensed attorneys for at least 10 years before heading to the bench.

Republicans said the proposed amendment, sponsored by Illinois House Speaker Michael Madigan, was a Democratic ploy to silence proposals that would change how legislative districts are mapped.
