Appellate Justice Rodolfo “Rudy” Garcia accuses Cook County Democratic Party Chairman Joe Berrios of stacking the deck against him in next year’s election for appellate court.

Garcia said Berrios sent a message through an intermediary seven years ago that he wanted Garcia to rule a certain way in a case involving Berrios’ daughter. Garcia ruled the other way. Last month, the party endorsed Judge Jesse Reyes over Garcia for the appellate court.

Assessing pay to play

Last fall, the Cook County Board of Commissioners responded to concerns that some county-wide officials were funding their campaigns with overly generous contributions from people with business before them by passing a new ordinance to regulate giving to candidates for certain offices. Among those covered by the new ordinance was Joe Berrios, then a member of the Board of Review, which hears property tax appeals, and a candidate for Cook County Assessor, which sets property tax assessments. Berrios has raised hundreds of thousands from attorneys who handle tax appeals.

Even as he makes cuts elsewhere, Cook County Assessor Joe Berrios gave his daughter a promotion and $10,000 raise.

And Berrios sees no need to apologize for that.

“She knows the job,” Berrios, who was elected last November, says of his daughter, Vanessa Berrios, who has worked in the assessor’s office since 1999. “We took her out of her old title and put her into a new title.”
